Actually, it's the other way 'round: “Joe Kent” was a pseudonym used by Francis K. Allan (1916 – 1997), who is best remembered as a mystery/detective fiction author, but also wrote such things as “Reckless Lips” (Love Novels v27 #4, Dec '53) and “The Angry Heart” (as Kent, Love Novels v28 #3, Jun '54). He lived in Hawkins, Texas at the end of his life.
